I bought The Outsider when it was released for $14.99. Now it's 11.99. I believe it was $9.99 for a while.

I think the reason you aren't seeing the big price drops you seem to be expecting is because:
  1. New release ebooks aren't priced as highly as the hardback in the first place
  2. Mass market paperbacks are being replaced by more expensive trade paperbacks and once out of new release phase, the publishers tend to price ebooks similarly to the paper copy.

(In the case of my example, I also suspect the publisher jacked up the price because of the HBO series. As I mentioned, it had been $9.99.)
