Yes it does. That's part of what the process in question assures. If there is no internet connection available, bail immediately on the update-check and launch. If there is, hit up github to see if there's a newer version of Sigil available (but only if the retrieved version of Sigil does not match the version last retrieved online, and at least 6 hours have passed since the last check).

Basically, with an internet connection available, you get prompted once per new version available.
