I was having the same experience when scrolling through Settings, but not in a number of my other apps. That seemed strange. Played around with various things and finally found what seems to be a fix, at least for scrolling in Settings.
Go to Settings --> Intelligent assistance --> Slide one screen --> Turn off the "Slide one screen" option for any app that you are experiencing this issue with or turn it off for all apps.
