Yes, i had a smart DNS subscription at the time, but I decided if HULU want my money they need to remove all the silly payment restrictions, else I'd use other services instead. There's a limit to how much time and effort I am prepared to devote to trying to pay them. & most of Hulu is available on Uk Sky tv / now TV
same for HBO, though I did manage to get a free trial by giving my Uk paypal info and using my smart DNS.
when I last use the FLP library, they were good with a UK visa card - no silliness
