Yes, Walmart uses the Kobo book store. Reading them on other devices/apps means downloading them from your library in the store, removing any DRM and converting to the format you want to use. Not all books have DRM. For the books that have DRM, you will need ADE to download the books. For the others, they will download directly as an epub.

For management and conversion of ebooks, I recommend calibre. There are for the DRM removal which include plugins to do it in calibre.
