1. i doubt that is true, most devices regulate how much charge they pull in. the charger rating justtells you the max it is able to deliver
2. as a general rule, cheap chargers are lower powered e.g. an amazon basics is 5w, a regular amazon one ( as bundled with fire tv, is 9w). but the downside to that is that the very cheap chargers are the ones most likely to burn your house down, because they are so poorly made
out of the 3 you name I'd go with the old kindle branded one. I don't think fast chargers were ever bundled with kindles
