It does for me. The toolbar is enabled via the preferences in the viewer, on the Miscellaneous page. There is also a button to customise the toolbar. There is probably a hot-key to show or hide the toolbar, but, as I never turn the toolbar off, I haven't bothered to learn it.
On my Windows 10 laptop, the viewer does take focus when it starts. At least it does when I don't do something else. I have a tendency to start it, and switch to the browser to look at something while it starts. In that case, it doesn't grab focus. And that is how I want it to work.
