Amazon have explained the reasons for this on many occasions - namely, the horrendous legal difficulties involved in negotiating with different telecoms providers around the world for the local equivalent of the Sprint "Whispernet" service, and the fact that many eBook contracts specify territorial restrictions which Amazon are legally obliged to abide by. Eg, many books have different publishers for US and UK editions, and the US eBook is not permitted to be sold to the UK.
