People seem to be confusing having a glass substrate with having a glass cover.

The substrate goes under the E-Ink film. It is not visible. The only way to tell if an E-Ink screen has a glass or plastic substrate is to check the specifications.

The cover goes over the E-Ink screen, and is used to provide a level front to the device, along with touch screen and light guides. An example is the Kindle Oasis.

The Basic Kindle has no glass in front of the E-Ink screen, but still has a glass substrate.
