I reinstalled everything again, the version that was was 0.9.13. I did the C ++ library upgrade procedures and it didn't work either. So I was installing the older versions of Sigil and 0.9.14 worked, I think the problem is really the video card. I'll stay in this version for now, until I managed to change the board. Thank you all for your patience and attention.
