I'm on Android 10 with the last December patches and Simple Http Server works, only, it only works within the same network, but if it is necessary and there isn't a wifi you can use the hotspot of the phone to connect the other devices under the same network (if I remember well there are two address, the first one for when you are using WiFi and the second for when you are using the hotspot).
I don't use PHP though so I don't know about it.
