In kindle land "factory reset" does not have quite the usual connotation of "fresh out of the box", nor does "factory version". A kindle reset does not affect the firmware, instead it only restores all configuration to default and remove all customer data (books, etc).
As ilovejedd wrote, kindle factory firmwares are for testing in the factory. The functioning firmware on a fresh out of the box kindle is a customer firmware.
