With the 2.2.1 update the Nav Ball is enabled by default, it's also the only way to Optimize apps (far as I know). They disabled the long-press app icon to access App Optimization settings feature (not sure why?).
It's always a good idea to read an Updates details before applying it. They often make undesirable changes alongside desirable ones. But as long as you can choose not to update a device, you can weight the benefits to the drawbacks and decline if you see fit to do so.
I decided not to update. But I will likely update when the Android 9.0 update rolls around. At least after the updates been out long enough to ensure there aren't major issues with it.
