So do I understand you to say the Download and Transfer via USB is
not an option for those books? I'm not talking about using Kindle for PC. But there are users who don't want to connect to WiFi, and use the USB transfer method.
As long as you have a device that can use that method, an actual Kindle device or a Fire tablet, that option is available in Content & Devices. Selecting that option does send the book to the download folder on your computer, and has nothing to do with the Kindle PC app.
You don't get the option for iDevices or the Kindle for PC/Mac.
Here is a screen grab showing the option for a cookbook on my account. It's interesting that my Paperwhite, the newest version, isn't compatible, but the older Paperwhite, my husbands is a 2nd gen, is, as well as the older HDX Fire my DIL uses.
