No epub2 has a valid SMIL file of any type. It is not supported in epub2. Initially epub3 support for updating SMIL in Sigil did not work that well nor was epub3 editing much of a viable option.

So that capability was added to allow a user to take an epub2 and add SMIL files (which were not supported in epub2 and in fact made them invalid) and run epub3-itizer to get an epub3 with SMIL.

Today since epub3 is well supported in Sigil, You simply run ePub3-itizer and then load your epub3 and add your SMIL files. They are now supported for any moves or renames.

I was actually thinking of splitting the updating of metadata in the epub3 for SMIL into its own plugin to make it easier for people who work with SMIL and audio files. Either way, adding them to the epub3 is the right thing to do.
