Indi has state, not provinces, and I'd be interested to know which states have a majority of L1 English speakers. According to the last Indian census data I read, the number of respondents who said that English was their first language (making them L1/ native speakers) was around 125,000. CORRECTION: According to this page It's more like 250K, not 125 (2 lakh and change)
