A number of years ago, Amazon used the address on the credit card as a check for people who were bypassing Geo-restrictions. That was the reason that I started using my friend in Wales to buy ebooks that I wanted from the UK store. That's not the case anymore. My guess is that, like DRM, Amazon decided not to keep fighting but just put up enough of a check to catch the average user. I would guess that like DRM, it's not as important to the publishers as it once was.
