Developer options is at the bottom of the Device information page. Once on the Developer options page tap Setting under Light Settings and you will be presented with slider adjustments for red, green, blue, and white.

Just adding that when I played around with the green setting I was able to get my screen to look like those on the videos posted above.
I just tried this out of curiosity but the Light Settings are not there. Maybe it's not available for the Libra?
