That isn't enough time to be sure it has dried out. You need to leave it somewhere warm and dry for a few days. I would also open it and take the SD card out and disconnect the cables for the screens. These will tend to trap water and take a lot longer to dry.

Powering off a properly working Kobo device is done by holding the power button down for a few seconds. This will trigger a shutdown and show the powered off screen. If there are issues, hold it down for 10-20 seconds and it will force the device to turn off. But, the screen won't change.
