I had a windows Version (1903) update mess up my internal SD card reader (I discovered it when I went to grap photos from my dashcam's SDcard). The fix was simple (once I knew I had a problem)
I opened the Device Manager: USB section and there was the error icon. I deleted the device: Scanned for Hardware changes and Presto: It installed properly this time
