OK, it they are configured differently to what I am used to. Including the DHCP servers I manage.

I don't see any issues in the logs either. The IP of the client will probably be passed along to the next server, so that could be the issue. Or it could be the containing subnet being blocked. Unfortunately, there doesn't seem to be a error sent back, but, they could be being blocked as well.
