Calibre stores its library locally, it doesn't upload anything anywhere. You have to copy the library folder from the old computer to the new one, using a flash drive or something similar. If you can't access the files on the old computer and you didn't back up your stuff (for example, to an external drive), then you'll have to re-download the books from where you acquired them originally.
