The scroll bar size is NOT controlled by the Books CSS.
In the viewer preferences: Is where you customize some of the behavior. eg. I found using a non-zero Max-Width stopped the (Hidden until hovered) Side Arrows. I found no setting for the actual scroll bar (IIRC that may follow the Calibre Look and feel: interface style.
