That is an intentional privacy feature. In theory apps should only be using Bluetooth for connecting to devices with the user's permission... And indeed many of them probably are (eg apps with Chromecast support use BT to connect to the dongle)... however some app developers were using it to track users without their permission.

Personally I deny access unless I know what device the app wants to connect to.
