Read what the OP wrote "... via the Preferences\Change Calibre behavior\Advanced\Plugins\Load plugin from file method..."
That's why added a caveat, in Added, which you quoted.
AFAIK - all optional plugins get installed to the config\plugins folder irrespective of source.
