It's entirely up to the formatter of the ebook. Not Kobo!
Even on the Sony, material after "The End" can seem to be in the last chapter.
With Kobo, or any epub reader / app, all that's needed is a TOC entry to the start of extra material. There are a number of ways to ensure this depending on which epub creation / conversion tool is used.
