Finally got another response from Amazon on the "New American Oxford Dictionary".

If I'm reading the response correctly, the version in the Kindle store is "just a book" and not a dictionary that can replace the version we have as the default (although the Websters dictionary can). I don't know if this means some dictionaries are "books" and some can be used as a default and if so, how to tell which is which.
I'm still confused but no longer care enough to pursue further answers.
