No need for a patch. If you look in '.kobo/Kobo/Kobo eReader.conf' there is a section that says:
[ApplicationPreferences]
CurrentLocale=en_US
Change the locale to 'en_GB' if you want European dates and a 24h clock. You can look
here for other English locales supported (I think 'en_NZ' gives you US-style dates and a 24h clock).
