It's been done with the page number at the bottom for at least as long as the PRS-500 existed. My guess sis Kobo did not what to change what's been working for at least that long. And remember, we are not dealing with pBooks. So just because it's done differently on pBook does not mean eBook have to follow suite.
However, Marvin (for example) for iOS has a customizable bit at the bottom of the page. You can have what you want and you can even have different things on odd/even pages.
But the problem here is Kobo is sticking to what's been working for a long time. Before now, I have not read of one person asking for the page numbers in an eBook Reader to be move to the top instead of staying at the bottom.
