For now though, I have 4.15 exactly how I like it. It is stable and none of the new features is a compelling enough reason to update. Maybe one day I will, but for now I just don't see the need.

Stable? Nope. 4.17.x seemed stable but we have 4.18.x now.
The problem with having the chapter progress on the bottom is that we then would have to have the page numbers at the top. The page numbers belong at the bottom and that leaves the top for the chapter progress.
This isn;t ever going to change (IMHO) and the thing is, you either get used to it or stay on 4.15 forever.
