It’s been discussed before and the likely reason Kobo doesn’t put it on the main page of a book is all the subsequent questions that arise from doing so. And the inevitable conclusion that because of all those factors and that the primary focus of an ereader is to read, that it’s not worth it to them to sink the time into it.
If you want a persistent clock there’s a mod that will give you that function. It’ll even let you choose the position, size, font, and format.
