Indeed there are, although I’m not sure whether it’s a hardware difference between the US and EU models, or just a matter of contractual support from the mobile carriers. Maybe the European KO2 would have 4G speeds in the US, but for sure on the German Amazon website the KO2 is clearly marketed as only 3G, and the KO3 as 4G.

I was looking at various comparison videos between 3G and 4G on mobile phones, and the difference in speed is significant; however I can’t find any specific test for the Kindle. The kindle is not as fast as current mobile phones, and it’s possible that the CPU would be a bigger bottleneck to the rendering of the page than the download speed.
