Barring manufacturing variations, which you won't be able to predict, the two are essentially the same save for the size.
I'd say the color, but you can get skins from sites like DecalGal which can make the Forma white. I'd imagine they do not yet have skins for the Forma, they have generally responded positively when I've asked them via Facebook to add devices.
They are both mark 7 devices, both are 300 dpi screens, both will run the same firmware, the Forma has a 32GB model while the Libra does not, but if storage was an issue for you I don't think you'd be considering the Libra.
So do you want a bigger screen at the cost of a little extra weight, or do you want a bit more portability at the cost of screen size?
