My eight year old daughter's tablet works well for reading without using the parental controls for the following reasons
a) it's outdated and much slower then my children's game tablets, fine for reading a book but not so fine for most other applications (insert rant about unnecessary feature creep and app bloat here)
b) it has been stripped of as many distracting apps as possible
and c) it's been disconnected from WiFi (only reconnected when I'm adding books) and my dd doesn't know the WiFi password
