First of all
3.47.1 is well behaved on Windows (with way larger libraries) so there is something about YOUR system that is not right or breaks general Calibre use guidelines:

1)Calibre does not do well on a NAS or network share (see the FAQ's)
2)Your Anti Virus is interfering with file creation.
3)Cloud backup software needs to be paused (for the Library folder at the minimum) at least during add/update metadata operations. It can lock folders in the middle of transactions. (Calibre does things in steps: transactions. Timing can't be disturbed, the reason NAS is hazardous to your data)
