This is the inverse of what I would expect.
Is there any way to change the behavior and if not, a way to cause lights to only turn on say between 8:00pm and 8:00am (as is possible for warmth settings)?

You can "train" your Kindle, to an extent. Adjust the light every time you don't like the default. It should learn your preferences that way, in time. How well or fast, I've no idea, because I have no patience for such things myself. I just adjust the light manually, always.
