Well to me coding and programming mean the same thing so that's why I think it's inappropriate to call it coding. It's merely adding markup to text. Doing a search for markup language brought up this from wikipedia: "In computer text processing, a markup language is a system for annotating a document in a way that is syntactically distinguishable from the text." So either declarativing or annotating would work. Unfortunately declarativing isn't a word (yet). Unlike that other word you used, which of course I've already forgotten.
