It seems to be a new method of update depoly with postponed features.
As written on the official update page, what's new for 5.12.1:
Read Now: In the coming weeks, you will be able to read items that you own with a single click from the ‘Before You Go’ dialog.
So your exploration confirms that the device must be connected to wifi to activate some new features.
