Yes, you can still download B&N books to the Windows 10 app but I don't think they can be liberated. My Nook for PC and Nook Study stopped working earlier this year and Calibre cannot open DRMed books from the Windows 10 app downloaded after that time. Calibre also cannot get a current encryption key. The only way I have heard to get the current key is to use a rooted Android device (which I don't have and sounds very complicated).

I just bought the new Nook 7.8" reader and I am very happy with it. I just don't buy my books from B&N.
