@pinnerite: If you have a credit card associated with your Kobo account, you should remove it. That will prevent any purchases with it. Then change the password. The password isn't actually used once the device is setup (some keys are generated and used later), so it won't change any access, but, it is a good idea at this point. If the person with the device does a factory reset, or signs out of the account, they will lose access to your library unless they can crack your password. If you are really concerned, then contact Kobo and get them to move your books to a new account. This will break the link to the stolen device. I'm not sure why you cannot them. Any time I have need to, I have used the links on the site and had a response within a minute.

As to a new device, Kobo do not limit the number of downloads. You can have multiple devices connected to your account, and download the books as many times as needed. Once you setup the device with the account, the books purchased from Kobo will download. If you are getting them from elsewhere, you need to check what their rules are. I haven't heard of an ebook shop that would not allow the books to be downloaded when needed after you have purchased them. Except where the shop has gone out of business.
