The Kindle will do nearly everything you ask for. I'm not sure if it's vocabulary list can be exported. I turn off the vocabulary list feature so I don't know much about it except that it's there.
The Kindle also comes with both an American English dictionary and a British English dictionary and it's trivial to switch back and forth between them. They're pre-installed so there's no waiting for a network connection. I've often seen people in these forums say it's the best of the ereader dictionaries but I find the Kobo and the Nook dictionaries adequate as well. I think they're all good. I use the dictionary a lot.
