One suggestion assuming that you are using Windows 10 would be to open the Settings app, select Apps and then Default Apps. Scroll down and click on Choose default apps by filetype. Scroll down the displayed list until you see msi as the filetype (this section calls out for a search capability ). If the default application is not Windows Installer, click on the app displayed and select Windows Installer from the dropdown list. I've had similar issues when removing a program did not remove/restore the file association.

You can also use the Reset to Microsoft recommended defaults but that's using a shotgun to swat a gnat.
