No, it is not. EPUB3 is linked to Webkit. EPUB2 rendering systems do not use Webkit. EPUB2 rendering systems do not support HTML5 or CSS3.

Most of e-books today are created in Kindle format, which uses proprietary serialized markup. EPUB3 is pretty much dead.
