It (Microsoft) may tell you that a reboot is necessary after the installation of the VS2017 runtime that's included with Sigil, but it rarely actually IS necessary for Sigil operation, and it certainly gives you the opportunity to NOT reboot at that time if you so choose.
There is absolutely nothing in Sigil's installer script that forces a reboot (with a warning or without) and I've never had a Microsoft VC++ runtime installer ever force a reboot, either. Only Windows updates will do that, that I'm aware of. You can only delay updates for so long before Windows makes the decision for you (under certain conditions).
