There's no way to "upload" a file into pocket.
If you have access to a web server, nothing would stop you from putting a raw HTML file on it and adding it to pocket. You can redownload the content from the Kobo, though it wouldn't be seamless.
If you don't mind your notes being public, Github Pages could be an option.
