Kobo has a rewards scheme, and a VIP (club) scheme.

Edit: Also, agency pricing doesn't necessarily apply outside US/Canada. In New Zealand for example Apple often has the most competitive price on Penguin/Random house ebooks, and Kobo has a price-match-plus-10% scheme that can be used to get the ebook 10% below the Apple price.
