There are actually versions of the PayPal cart specifically created for digital delivery. If none fit your publisher's needs, integrating the PayPal API is not a difficult task and they should have the IT staff capable of cranking out working code in less than a couple work days.

I would not have a problem with a CC number as I use PP's plug-in that lets me generate CC #'s for a specific number of charges. One-off purchases and purchases from any site that is not a major retailer all get a one-time use card number each time I make a purchase.
