I doubt it's drivers in this case.

That's kinda the point. It's not even about system updates breaking compatibility. With the lower market share, it's just not worth the devs' time anymore to optimize/fix things for 4" devices when there are plenty of other bugs that need fixing affecting a larger number of devices.

Alas, situation's not much better on the high end. It's been 4 years since the 12.9's release and there are still plenty of apps that just use a blown up version of the 9.7 interface. Non-mainstream sizes/resolutions get the short end of the stick.
