Curious - Install asks for a restart

Before starting an install, I always close calibre if its running, I never run it in the tray, I rarely use the server, and none of the secondary programs (book editor, viewer, command line programs etc) are running.

And I thought a calibre install did some checks the beginning of an install, and if any of its executables are running then it terminates the install.

But, after a couple of recent calibre upgrade installs (unsure if its all) I've received a popup telling me Windows needs to be restarted to complete the installation, with Yes and No buttons to restart now or not. Sorry I didn't capture it, but I assume it comes from the MSI Installer. I click No, move the install file to my installed software folder, and start calibre from taskbar (WinKey+4) - and I'm running the new version.

I have other programs that also ask for a restart after an 'install' - but if I don't restart I continue to see the 'old' version, and I won't see the new version until I do a restart (or signoff/on). But they are Windows enhancers that run at startup as tray applets.

So, I am curious as to what triggers the popup at the end of the install. And wondering if anyone else has been experiencing this in recent times - I use Windows 10 64 bit Pro version 1809.

It's not important - just wondering.
