Why are they suspect?
There is nothing wrong with having books with very small number of pages.
The reason Amazon changed to paying per page rather than per book was so that these books wouldn't be an issue.

You checked them out, flicked to the end and checked them back in again.
That isn't reading, and is almost certainly what triggered the fraud detection.

And? There is nothing wrong with them.

They won't let you know the exact numbers that trigger their detection algorithms, as if the details were public, scammers would use 'read' exactly that number minus one titles.
